Please note: This guide is how to hack using the Twilight Hack in installing the Homebrew Channel. There is a method involving installing Gecko, but I have yet to test that one myself.
Disclaimer: Please be aware that this hack has the potential to damage your Wii, your game save, and void your warranty, depending on how Nintendo wants to deal with it. HOWEVER, it is amongst the safest hacks so long as you read the directions thoroughly before attempting and always keep backups of your game saves.
That being said, there have been no reported incidences of Nintendo voiding the Wii's warranty (message me if this changes) and the Homebrew Channel and hacks associated can be deleted from your machine whenever you want.
1) Downloading the Homebrew Channel

Follow the link above and download the .DOL package. Once saved, find the file on your computer and unpack with your program of choice (I use WinRAR).
2) Exploiting the Twilight Hack

Please keep in mind to read the important information concerning the hack's compatibility with system updates.
Read the above website and follow the directions thoroughly. The "homebrew Wii executable" you will be using is the Homebrew Channel you just downloaded - open the folder that you unpacked (it should be named the_homebrew_channel with a version number tacked onto the end).
Copy and paste the contents of that folder into the root directory of the formatted SD card you will be using, then continue to follow the directions on the link above.
3) Installing and using the Save Game Extractor/Installer

Download both files above. You should have the Homebrew Channel installed onto your Wii by this point.
On your SD card, create a folder named APPS from the root. From the APPS folder, create a folder named SavExtractor and another named SavInstaller.
Find the savegame-extractor zip file on your computer and unpack it. Find the .dol file within, rename it to boot.dol, and paste it into the SavExtractor folder on your SD card.
Do the same for the savegame-installer ... find the zip file, unpack it, and find the .dol file within. Rename it to boot.dol and paste it into the SavInstaller folder on your SD card.
Insert your SD card into your Wii and insert your Animal Crossing: City Folk game disc into your Wii.
Load the Homebrew Channel and you should see two new applications - your extractor and installer utilities. Go ahead and load up the extractor utility (select it and press Load).
You should see a black screen with some lettering. Make sure your AC:CF disc is in your Wii and press the Restart button on your Wii - this won't restart it, but it will start the process of it dumping your save onto the SD card. Don't touch anything, just let it do it's thing. When it's done, it will say OK! and then return to just a few lines of text. Press your Wii's Power button once and it will restart your machine.
Remove the SD card from your Wii and open it on your computer. You should now see a new folder on it called WIISAVES. Inside that folder, you will see another folder that says RUUE. Inside that one, you will see a few files - most importantly, you should see a file named RVFOREST.DAT. This is your save file you will be editing.
4) Modifying your extracted save
ALWAYS MAKE BACKUPS OF YOUR GAME SAVE. Copy the RUUE folder to your computer. Do this every time you modify in case you mess something up!
The following programs are available to modify your save game:
ACToolkit -- Discussion forum
Pattern View -- Discussion forum
NPC Tool -- Discussion forum
DLC Installer -- Discussion forum
The discussion forums listed above require registration, but it's free and the information there is great. Plus, you can keep track of updates - a lot of these programs are still being frequently updated, with new features being added!
ACToolkit - This is a powerful program. With it, you can modify all sorts of things - your bank account, your grass, move buildings, change your town layout (see the acre explanation before attempting).
Pattern View - With this, you can modify all of the in-game user patterns on your computer. You can also import and export patterns. Read the discussion linked above for a lot of useful information.
NPC Tool - This program allows you to change your ten existing neighbors in your town. Use a neighbor list to make sure you are modifying their personality correctly... with this, you can also export your neighbor's patterns and modify the way they look. Imagine, a bright yellow Bob! :O That feature is for advanced users.
DLC Installer - There are a few items that are user made that you can use and share with friends. Use this to implement them into your game.
5) Re-installing your extracted save
After using the above programs to modify your save file, you'll need to reinstall your save for it to take effect on your game. Insert your SD card into your Wii and load the Homebrew Channel.
Select the SavInstaller utility on the Homebrew Channel and follow the directions - press the Reset button on your console to start the process, and once it's finished, press the Power button to reboot your machine.
After that... you're done! Start up your AC:CF game and you should see the changes in your game. You will need to extract your save every time you want to modify it, or else it won't be the most current file of your game.

Anyways, you're welcome! I haven't messed with dirt paths much because the grass editor doesn't show buildings and I don't feel like loading and reloading while I get it just right. Bah.
It's good to at least familiarize yourself with the DLC Installer because the creator of the ACToolkit is usually quite busy, so updates for it can take some time. If new content is created, you can help out your impatience with the DLC Installer instead of waiting on Virus to update it. :)
Or maybe I should just put the fountain and lighthouse in by hacking and never add to the town fund again?
Did you keep backups of your previous town layouts, to see if the problem could be fixed that way?
To backup your save, all you need to do is copy the RUUE folder. I usually rename the folder to "RUUE - 2-28-09" or whatever date the save was last played. To install the backup, just paste the contents of that folder into the RUUE folder on the SD card You can play multiple towns this way as well, you just need to save the RUUE folders and keep track of which is which.
When you open the ACToolkit, it will want to open the RVFOREST.DAT file. The default location it points to is your desktop, so you need to locate the proper file, wherever you've saved it.

but now here's my next question, i hope you can answer this!
so.. i have my SD CARD and it has a folder that says "private" but to install the twilight thing i need to copy another folder that says "private" too, so should i delete the one in my sd card and put the one of twilight? or rename it?? or something else?
Any ideas? I'm not very good at the whole hacking thing, so please take it easy on my with any feedback :)
